UNOPS and the ECA have partnered together to deliver on a project that will put in place the critical business systems and services to enable the Economic Commission for Africa (ECA) to go beyond its current regular operations and effectively deliver on its Business Plan mandate of becoming Africa’s premier think tank. Five specific outcomes are foreseen, which are the results of the implementation plans of four corporate strategies introduced for communications, publications, knowledge management and ICT for Development. When attained, the outcomes will result in a sustainable increase in the visibility and impact of the organization’s work in the areas of policy research and knowledge delivery. This recruitment initiative is carried out by UNOPS in support of ECA’s Public Information and Knowledge Management Division (PIKMD) strategic intent.  It is with this objective that UNOPS advertises these opportunities in partnership with ECA.
The Economic Commission for Africa aims to adopt a sustained campaign approach to promote its key policy messages and thus maximise reach and impact among its constituents, including its member States and Regional Economic Communities.  The campaign approach is seen as a more effective means of mobilizing actors for more meaningful outcomes that are key to structural transformation of Africa’s economies. To this end, ECA seeks to engage the services of a consultant to facilitate a 2-day workshop to help map out an approach founded on a shared understanding of the path towards embedding a campaign approach in the ECA’s policy work.

The idea of a campaign – an intensive, multi-dimensional, time-bound and focused effort to achieve an outcome – is well suited to ECA’s new role as a “think and do tank” that can leverage its intellectual resources, its access to decision-makers and its partnerships with key country and regional actors to influence policy change.  A campaign is the logical continuation of the concept of a flagship publication, which represents the ECA position on policies aimed at deepening structural transformation. Achieving a meaningful outcome calls for a pro-active approach to helping countries and RECs take the concept forward, turning the convincing case made into the reality of policy changes that bring about the desired result.

While much has been done to create the infrastructure to support policy related advocacy, phase two of the ECA-UNOPS agreement requires a consensus on recasting the campaign approach with realistic long-term goals and outcomes with specific deliverables.  This process, which stems from the Theory Change, should identify the conditions, and the long-term outcome. Arriving at a common understanding is critical to ensuring all the assumptions and indicators are clear to all for ease of monitoring and evaluating impact.

Functional Responsibilities

Workshop Deliverables

  • Within the conceptual Theory of Change framework, organize a 2-day workshop and ensure the discussions and outcomes address the next phase of the solutions, pathways and approaches required for the ECA campaign approach. Ultimately the workshop should yield a common understanding of the next stages of the ECA Campaign approach.
  • Ensure the discussions clarify the purpose of the recasted campaign approach, based on a situation analysis that S/he would have drawn prior to the workshop;
  • Drive the discussion towards clarifying stakeholders, including target audiences and the means through which to reach them.
  • Ensure the integration of communications and resource mobilization strategies that are necessary for a meaningful outcome.

Deliverables – Roll out of the Campaign

  • Draw up ECA’s campaign dimensions that go beyond the launch of the Economic Report on Africa 2016; African Governance Report and the Assessing Regional Integration Report, as well as the Country Profiles.
  • Develop a campaign plan based on a two-track effort that would comprise a one-year short-term track with identifiable “quick wins” that have a multiplier effect and build momentum for larger successes in the longer term.  The second track would be a longer term track to amplify the short term wins by engaging more countries and producing deeper policy changes.   Ensure that country level policy change campaigns, and concurrent, consistent regional level campaigns that put in place requirements proposed by the reports are well planned and implemented.
  • Working closely with Thematic Strategic Teams, identify additional members of the engagement team, with a view to ensuring the full range of perspectives and functions needed for an effective campaign.
  • Identify the implementation partners, including AUC, ADB, the RCM, the RECs, think tanks and donor sponsors (foundations, multilaterals including World Bank and IMF, bilateral donors) and the media, as well as, if possible, banks, trade associations and other private sector actors.
  • Prepare the Campaigns, spelling out each dimension of the campaign should be spelled out, including the campaign message, streams, elements, timeline, strategic partners, ECA staff participation, budget, and progress and performance indicators.
  • Any other tasks may be assigned.

Purpose of the Position

Empowering New Generations to Improve Nutrition and Economic opportunities (ENGINE) is a flagship multi-sector nutrition project in Ethiopia (2011-2016) supported by the Feed the Future (FtF) and Global Health Initiatives. Save the Children (SC) drives the implementation of ENGINE using a multi-sector platform comprised of evidence-based direct nutrition and nutrition sensitive interventions, fueled by existing government structures and synergistic partnerships with other USAID-funded projects.

The overall goal of the ENGINE Milk Matters project is to contribute to improvements in policy and programming for child nutrition in pastoralist regions of Ethiopia. The objective of this was to evaluate the impact of community-defined livestock interventions on child nutritional status during the dry season.

The baseline survey will be done in 8 woredas for setting baseline data for program monitoring and Impact Evaluation. As part of this endeavor, ENGINE will collect data in  Jijiga , Awabare, Gurusum, Bailee, Ararso, Kabri Bayah, Shinile and Mule/Mesis

Purpose of the Assignment

The Emergency consultant provides specified technical support to enable UNICEF to effectively monitor and improve the quality of MOH CMAM service delivery in priority drought affected woredas of Amhara region.

Assignment Tasks

Coordinate the monthly travel plans and join each of four CMAM monitors periodically in the field ideally in collaboration with RHB, ZHB and Woreda health office nutrition focal persons to ensure the scorecard and mentoring/response is well delivered.
Compile monthly narrative and dataset from each woreda CMAM based on the scores attained during the monitoring visits.
Support the CMAM monitors to make realistic recommendations based on the observed CMAM service delivery.
Liaise with UNICEF and RHB to ensure remedial action is planned based on monitoring information, support CMAM monitors to plan monthly travel plans based on targeted needs.
Provide regular feedback to UNICEF Nutrition Expert re supply status, challenges and bottlenecks to quality CMAM service delivery as observed by monitors.
Support timely collection and analysis of relevant OTP/SC reports from health facilities as requested by UNICEF during field visits.
Collaborate with R-ENCU team support the generation of monthly CMAM performance mapping to inform need for remedial action, training etc.
Regularly attend nutrition cluster meeting to support the CMAM performance and quality of care agenda in collaboration with UNICEF nutrition expert.
Support the integration of IYCF-E with CMAM and other existing Nutrition services.
Perform related tasks as needed by the nutrition section and the field office.

Methodology

The consultant will be based in UNICEF Bahir Dar Field Office and will work closely with the CMAM monitors and UNICEF Nutrition expert. Primarily the consultant will orient NGO partners and RHB during MANTF at Regional level to ensure the CMAM monitoring tool (scorecard) is well understood and NGO can support RHB in its efforts to use the scorecard widely throughout the P1 and P2 woredas in the next 6 months.

On a monthly basis, the nutrition officer will join MOH and CMAM monitors, and periodically join NGOs in assigned woredas to ensure skill transfer to service providers, strong supply monitoring and generating/submitting monthly CMAM reporting and to provide updates on the context and nutrition situation in drought affected woredas. In this capacity the consultant will feedback and flag gaps in response from nutrition/WASH/health as per context.

The consultant will liaise with RHB nutrition team, review monthly CMAM monitors’ travel plans, monthly database and reports and share performance reports and recommendations with with the RHB. He/she will also facilitate Joint Supportive Supervision site visits with RHB, ZHB and Woreda health and nutrition focal persons.

The consultant will support UNICEF track and report supply pipeline for CMAM essential drugs and RUTF by providing feedback of average consumption vs dispatch plan and the flow between RHB, ZHB and woreda.

Education

JOB SUMMARY: The Assistant Store Keeper is responsible for the overall management of stationary stores that include receiving, issuing, storing and recording of the items. Assists the senior store keeper in all matters related to the store management of IFHP/Pathfinder. Undertakes the clearance of imported items with DACA, Collect quotations and the procured items from the vendors.

AND RESPONSIBLITIES

  • Responsible for all items in the stationary store under his/her control.
  • Assists the senior store keeper in maintaining bin card for all line items in the warehouse and up dates with GRN and SIV on a regular basis.
  • Prepares store receiving & store issue vouchers for all items received and issued by the stationery store. Counts and checks that items received by the store are in line with the specification and requisition authorized by the concerned officer.
  • Reminds the senior store keeper to order stock items before they run out of the balance and follows their procurement.
  • Assists the senior store keeper in dispatching contraceptives and other supplies to different organizations based on distribution list and upon approval of the concerned officer of the IFHP.
  • Uses first expiry first out method /FEFO/ commodity management system for Contraceptives and other items that have expiry dates.
  • In the absence of the senior store keeper prepares monthly report on the beginning balance received,, issued and the stock balance available in the Warehouse
  • Receives stationery and related items upon procurement and issues to IFHP/Pathfinder employees against proper documentations.
  • Makes sure that all stationeries and other supplies are stocked/arranged in an orderly manner that they are not exposed to any damage/risk
  • Ensures that the store has security facilities at all times and locked with strong, dependable and safe locker
  • Ensures that safety mechanisms are applied and installed in the store.
  • Maintains in either chronological or numerical orders financial documents and other printing materials received by the store
  • Ensures that the store is free from rodent, insects, water leakage and other damaging causes.
  • Ensures that store requisitions are approved by duly authorized person.
  • Ensures that Goods Receiving Notes should always be matched with the supplier’s invoice and requisitions.
  • Ascertains that store items are kept in such a way that the aisles between each row of shelves have enough width to allow for efficient stock packing and replacing.
  • Expired, obsolete, damage, discrepancies or shortage should be reported to the senior store keeper or lo9istics officer with recommended action.
  • Makes sure that store items are placed on a pallet or racks to lift up from the floor so as to protect them from possible damages.
  • Assists the senior store keeper in all matters related to store and clearance of imported consignments.

Specific Responsibilities

Procurement

  • Ensure all NRC procurements are completed according to procedures at all times and within the minimum timeframes stipulated for each of the procurements;
  • Ensure all NRC procurement processes are done according to the correct policies, procedures, SOPs and lead-times at all time;
  • Identify potential, credible and competent vendors for NRC to deal with and do town run for quick procurements and coordinate NRC procurement functions with vendors and contractors;
  • Keep proper record of invoice receipts, requisitions, purchase order forms, waybills, and all other documents.

Fleet Management

  • Ensure maximum fleet efficiency and effectiveness through planned resources allocation and maintenance in accordance to NRC transport guidelines and manufactures recommendations;
  • Ensure that all NRC transport is handled within the NRC policies, and that a monthly vehicle pool report is produced, with full analysis of fuel consumption and maintenance issues to manage the fleet in the most cost effective way;
  • Ensure maximum availability and implementation control mechanisms for all logistical assets (generators, vehicles).

Warehousing and Asset Management

  • Ensure that all items moving through stores are handled in accordance with NRC policies and procedures, in a timely and efficient manner;
  • Ensure Establishment, operation and control of warehouse management and stock inventory in accordance to NRC warehouse guidelines.
  • Personnel:
  • Line manage logistics Assistant and ensure a motivated, dynamic, result focused team, with clear roles and responsibilities, by providing support, direction and clear decision making on all logistics issues;
  • Carry performance management of the logistics team give constructive feedback for improvement

Provide general administrative support to the Area Manager and staff team;Administration

  • Be responsible for incoming and outgoing telephone calls and emails;
  • Assess and prepare requests for consumables, sanitary items, stationeries, furniture’s office utilization etc;
  • Manage office equipment and infrastructure to ensure a well-running office;
  • Keep record of all stationeries/stocks used in the office and produce monthly stock reports;
  • Responsible for the overall running of the Admin.

Operation

  • Make logistic arrangement including flights reservations, hotel and vehicle arrangement for project staffs, visitors/partners, donors, consultants;
  • Conduct procurement of stationery for staff and meetings/workshops and assets of the offices;
  • Prepare correspondence, memos, reports, presentations, and emails to local counterparts, donors or other related offices or agencies in relation to the office operations;
  • Carry out other duties such as translation works, take minutes of office meetings as requested by the supervisor;

Qualifications

  • Education and relevant Experience
  • Degree in Logistics and Procurement Management/Business Administration or equivalent
  • At least three years’ experience as a logistics and Admin. officer with an INGO

  • Generic Responsibilities:
  • Ensure adherence with NRC policies, tools, handbooks and guidelines;
  • Implement delegated CC project portfolio according to plan of action;
  • Prepare and develop status reports as required by management;
  • Ensure proper filing of documents;
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist;
  • Promote and share ideas for technical improvement.
  • Specific Responsibilities:
  • Ensure that the country M&E Framework is implemented as per country M&E SOPs;
  • Compile and update regularly area level monthly output tracking sheet, online reporting, GORS and balanced score cards (BSC);
  • Implement a Complaints Response and Feedback Mechanism for all programs by creating compliant database;
  • Actively participate in project proposal development and provide inputs on project targets setting and logical framework development;
  • Make sure project information are disaggregated area, core competency, gender, type of beneficiaries (IDP, refugees, host community, returnee etc);
  • Support the preparation of detailed implementation plans and M&E matrix for all programs;
  • Support all programs to undertake regular program monitoring including establishing baselines, documenting progress, conducting post distribution monitoring and end line survey;
  • Provide M&E technical assistance to program staffs on NRC M&E policy and guidance;
  • Prepare area level quality reports, with input from program staff and on behalf of the Area Manager/Head of Office periodic cross program reports including the bi-weekly/monthly report and the balanced score card;
  • Support the role out of digital data collection using mobile phones;
  • Support and participate in assessments of new areas or programs.

Qualifications

  • University degree preferably in Social Sciences, Statistics, Economics or other relevant discipline.
  • At least 3 years’ work experience on monitoring and evaluation in field of humanitarian/development project.
  • NGO experience is preferable.
