Organizational Context

The Driver position falls under direct supervision of the Senior Admin Assistant. The incumbent is responsible for keeping and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the organisation. He/she is required to follow strict instructions and security guidance provided by the supervisor. While basic function of a Driver is to drive the official vehicles of UNHCR, he/she may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The incumbent has regular contacts with staff within UNHCR office, visitors and with service providers outside UNHCR involving a limited exchange of information.

Accountability

  • Assigned UNHCR vehicles are properly maintained and equipped as per technical guidance and specifications established by the Organisation.
  • Local traffic rules and regulations are strictly observed. 
  • Instructions and security guidance provided by the supervisor and security focal point are strictly followed by the Driver and the passengers during the journey.

Responsibility

  • Drive UNHCR vehicles for the transport of authorized passengers and delivery and collection of mail, documents, UNHCR pouch and other items.
  • Meet official personnel at the airport and facilitate immigration and customs formalities as required; provide transportation service from and to airport, Hotel and/or guest houses, field units.
  • Assist new International staff and/or UN Visitor to access basic facilities  
  • Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road worthy and maintained up to the established security standards.
  • Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.
  • Ensure that the steps required by rules and regulations are taken in case of involvement in accident.
  • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
  • Perform other related duties as required.

Authority 

  • Drive the vehicle only when his/her safety or security is not at risk.
  • Ask the passenger about the destination of the journey and route.
  • Decline to drive passengers not authorized to be in a UNHCR vehicle.

Job Requirements

Essential Minimum Qualifications and Experience

  • Completion of Primary Education or equivalent technical or commercial school.
  • Minimum 2 years of previous job experience relevant to the function.
  • Driving licence, knowledge of driving rules and regulations and skills in minor vehicle repair.

Desirable Qualifications & Competencies

  • Knowledge of basic English language
  • Auto mechanical skills.

  2. STATEMENT OF DUTIES

 

  1. General Statement of Purpose of the Contract

The incumbent serves as a Financial Analyst in the Office of Financial Management/Financial Analysis Section (OFM/FA), USAID/Ethiopia and reports to the Supervisory Financial Analyst.  S/he provides professional financial management advice on a broad range of financial management issues to the Controller, Mission Management, Development Objective Teams (DO Teams) and various governmental and non-governmental partner institutions, which implement an array of complex development activities.  As OFM’s representative to the DO team to which s/he is assigned, s/he performs necessary analyses and provides appropriate advice on financial and accountability issues related to planning and implementing USAID/Ethiopia’s program-funded activities with an estimated $334 million unliquidated obligations as of September 30, 2018.

The FA acts as the “one stop” customer service representative between OFM and numerous internal and external customers including Senior Mission Management; Host Country agency representatives; private sector service providers; implementing partner organizations; and other international donor agencies regarding financial analysis and accounting for projects implemented by the Mission.

  1. Statement of Duties to be Performed

 

  1. Portfolio Financial Management and Monitoring 25%

As the cognizant OFM/FA backstop to his/her assigned portfolio, s/he reviews activity approval documents, commitment and obligating documents to ensure the reasonableness of budgets, compliance with forward-funding guidelines, appropriateness of the methods of financing/payment, and adequacy of financial reporting and audit coverage.  Commitment/sub-commitment documents include but are not limited to MAARDs and draft obligating documents.  Obligating/sub-obligating documents include various instruments such as implementation letters (ILs) issued to host government implementing agencies; contracts, grants and cooperative agreements with non-government organizations and public international organizations; and, inter-agency agreements with other U.S. Government agencies. Reviews Action Memorandums to the Director and Activity Approval Documents, ensures funding correctness and availability for unilateral/bilateral agreements, contracts, grants, travel authorizations, GLAAS transactions and all other commitment/obligating documents.

S/he provides financial status reports needed by Agreement Officer/Contracting Officer Representatives (A/CORs) to monitor the financial progress of the activities they manage.  S/he prepares required monthly/quarterly and ad hoc financial reports related to program funds for Mission Management and other interested parties.

S/he also provides advice and guidance to A/COR and technical office budget assistants in the development of quarterly accruals, reviews the reasonableness of accrual estimates and posts accrual data into Phoenix. S/he participates in program portfolio/pipeline reviews and provides appropriate advice in identifying funds for alternative use or reprogramming.  S/he reviews closeout documents to ensure that finance-related closeout actions such as completion of required audits, finalization of NICRAs, payment of final claims and de-obligation of excess funds are properly carried out, if necessary.

Design, automate, implement and maintain a user-friendly Mission quarterly pipeline report, along with other ad-hoc reports to include informative graphs and charts for digestion by Senior Management. This includes work with a complex set of data structures in the Mission Agreement and Project Pipeline Report (MAPPR) system and Phoenix Viewer database.  Provide mentoring, hands-on training and program knowledge transfer for these activities to USAID/Ethiopia team members in OFM, PRM and the technical offices.

  1. Audit Management 20%

In line with the Agency’s Audit Management and Resolution Program and accountability requirements, the incumbent acts as the Audit Management Officer’s designee for the assigned portfolios and assists Technical Offices in meeting their audit management responsibilities.  S/he assists in developing the annual audit inventory under his/her assigned portfolio through obtaining inputs from cognizant A/COR on activities that need to be audited or on which financial reviews need to be conducted.  In coordination with the A/COR, s/he ensures the completion of required financial audits in accordance with the U.S. Government (USG) Audit Guidelines and assist in developing audit scopes of work for Agency-contracted financial audits of USAID/Ethiopia-funded activities based on Mission audit requirements.

S/he provides advice/guidance to auditees and audit firms in consultation with the RIG/Pretoria (RIG/P) to ensure full compliance with USAID audit requirements.  S/he participates in audit entrance and exit conferences and reviews audit recommendations and draft audit reports. S/he assists in the preparation of management decisions which involves preparation of comprehensive financial analysis supporting questioned cost determination. Further, the incumbent also works closely with the USAID A/COR, the Contracting/Agreement Officer and grantees/contractors to resolve and close audit recommendations in a timely manner.

  1. Financial Reviews 30%

S/he conducts comprehensive institutional reviews of potential recipients to assure that these institutions maintain the institutional capability to manage USAID resources and comply with documentation and reporting requirements.  Recommendations and conclusions from the institutional reviews serve as the basis for the Agreement Officer to determine if the institution is eligible to receive USG funding, and for the Controller to determine the appropriate payment mechanism for the activity. S/he conducts periodic financial reviews of institutions (both governmental and non-governmental) receiving USAID funding to: 1) determine the adequacy of key systems and procedures including but not limited to accounting, procurement, accounts payable, personnel, assets management, and audits; 2) verify compliance with agreement terms and conditions; and 3) verify allow ability of actual costs incurred.  Makes recommendations for system improvements of institutions reviewed in order to strengthen their capacity particularly in the financial management of USAID funds.  This includes preparing reports to document findings and recommendations and following up on actions taken to address recommendations.

S/he also participates in the performance of required annual reviews of the Mission’s internal/management control system in accordance with the Federal Managers’ Financial Integrity Act (FMFIA); s/he performs the risk assessment of various functional areas and assists in performing follow-up reviews to determine if significant deficiencies have been properly addressed and appropriate actions are taken by concerned Mission offices.

S/he assists in capacity building of Mission and implementing partner staff who are not familiar with USAID’s financial management requirements by providing training on accruals, audit management, payment methods, and other related topics.

  1. Project Design Assistance 25%

Represents the Controller as the primary point of contact for all financial management services provided by OFM to the Mission’s Development Objective (DO) Teams.  Advises Mission personnel on the current and future fiscal status of projects and programs under their jurisdiction.  This includes providing financial management guidance, advice, and usable information to activity managers, Contracting/Agreement Officers; Program representatives (CORs/AORs) and all levels of Mission management.  The FA is the DO team’s resource for complex financial analysis, USG/USAID financial management regulations, reporting, and accurate budgeting.

Functions as a full team member for the assigned DO team(s). In this capacity, the FA participates in all DO team meetings, and in the development and design of DO activities.  Provides budget and financial advice including technical guidance on USAID procedures, regulations and payment policies, as well as accounting and financial requirements. Assists the DO team management in the interpretation and analysis of historical and projected financial information based on the Phoenix system.  Trains, explains and clarifies financial management issues to team members.

In coordination with the Program Office, the FA monitors the DO team’s Operating Year Budget (OYB) and its timely execution.  Monitors the DO’s compliance with Agency forward funding guidelines. The FA’s role is key in formulation of project design and implementation mechanisms.  Advises on the development strategy with a focus on strengthening accountability, transparency and sustainability of the host government as well as that of local CPA firms and NGO’s.

Serves as the Mission’s G2G contact point, liaising between USAID and Government of Ethiopia (GoE) to advise Mission management and high-level GoE officials on best ways forward to achieve USAID and GoE development goals. Coordinates Mission’s G2G assessment work in compliance with current Agency policy, drafts Scopes of Work for PFMRAF Assessments, participates in the same and maintains current information for the Mission on GoE systems.

The contractor is eligible for temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the “Foreign Service National” Fellowship Program, in accordance with USAID policy.

  1. Supervisory Relationship

Under the general supervision of the Supervisory Financial Analyst, performs assignments independently, referring difficult questions to his/her Supervisor or, in the case of technical questions, to the A/COR.  Advice and recommendations are reviewed but rarely challenged or changed on technical grounds.  Completed work is reviewed for soundness, completeness and conformity with USAID policies and procedures.   1. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

 

  1. EDUCATION: A University Degree in Accounting, Finance or Business Administration is required.
  2. PRIOR EXPERIENCE: Six years of progressively responsible experience in professional financial analysis, budgeting, auditing, and accounting are required.  At least three years of this experience with the USG or with donor agencies or international non-governmental organizations is advantageous.
  3. LANGUAGE: Level IV (Fluent) speaking/reading of English language and Level IV (Fluent) speaking/reading of Amharic is required.

 

  • EVALUATION AND SELECTION FACTORS

The following evaluation factors for evaluating applications are established. The Technical Evaluation Committee will establish the competitive range/cut-off points per the evaluation factors listed below. Applicants are encouraged to provide a narrative for each selection criteria listed below in this section. This information will be used for evaluating and scoring each criterion. The TEC will conduct interviews with all offerors in the competitive range and provide the final rating and ranking of the offerors based on the interview and the Contracting Officer must consider findings from the reference checks as part of the responsibility determination. EDUCATION (30 points): A University Degree in Accounting, Finance or Business Administration is required.  Additional evaluation points will be given to offerors who exceed the minimum requirement.

EXPERIENCE (40 points): Six years of progressively responsible experience in professional financial analysis, budgeting, auditing, and accounting are required.  At least three years of this experience with the USG or with donor agencies or international non-governmental organizations is advantageous.

KNOWLEDGE, SKILLS, and ABLITIES (30 points): A thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted practices of the U.S. Government  and host country laws, regulations and procedures relating to budgeting, auditing, accounting and financial management is required. A thorough knowledge of activity design, development, implementation and evaluation processes is essential.  Familiarity with USAID policies and procedures.

Ability to analyze numerous accounting records and determine the need for various types or entries and adjustments.  This includes recording and balancing accounts and relating the purpose and objective of activities to their costs and fiscal requirements.  Ability to detect the financial strengths and weaknesses of activities and to make independent judgments on institutional capabilities and the adequacy of accounting system and internal controls.  Must develop and maintain productive contacts with high level officials of the activity implementers such as the GFDRE, grantees and institutional contractors.  The ability to present facts and recommendations in a clear and concise manner, both orally and in writing is critical.  Excellent computer skills with knowledge of the internet, Microsoft Word, Excel, Access, and Power Point along with productive calculator and typing speeds are also important

Introduction

The Bilateral Ethiopia-Netherlands Effort for Food, Income and Trade (BENEFIT) in Ethiopia aims to improve sustainable food, income and trade among rural households in Ethiopia. The project will operate till end of 2019 under the leadership and management of Wageningen UR in the Netherlands. The BENEFIT Partnership project office provides leadership and support to the five projects in the areas of project coordination and management, financial control, monitoring and evaluation, gender and nutrition. The BENEFIT PCU will be hosted at the BENEFIT projects’ office in Addis Ababa, where all project managers will be based.

The BENEFIT Partnership unites five agricultural development projects:

  • The Integrated Seed Sector Development in Ethiopia (ISSD Ethiopia) project, which supports the development of a vibrant, pluralistic and market oriented seed sector in the country;
  • The capacity building for scaling up of evidence-based best practices in agricultural production (CASCAPE) project, which improves agricultural productivity through promoting evidence-based best agricultural practices;
  • The Ethiopian-Netherlands Trade Facility for Agribusiness (ENTAG), which supports private sector development and trade in Ethiopia;
  • The Sesame Business Network (SBN) support project, which supports stakeholders of the SBN in developing competitive, sustainable and inclusive sesame value chains in Ethiopia.
  • Realising Sustainable Agricultural Livelihood Security in Ethiopia (REALISE), which improve resilience of chronically food and nutrition insecurity households in target PSNP woredas.

GENERAL RESPONSIBILITIES:

Under the supervision of the Head of Finance, HR and Operations or the Logistics Officer, the driver/ Assistant Logistics Officer shall be responsible for the safety and security of the passengers and the care and operation of the vehicle and as deemed necessary s/he will serve as logistical functions.

KEY RESPONSIBILITIES:

Vehicle operation

  • Drive and maintain the vehicle in a professional, conscious and safe manner obeying the local road traffic laws.
  • Ensure that at all times the vehicle is equipped with the correct tools and spare parts (functioning jack, a spade, an approved tool kit, a spare wheel with a properly inflated tyre and an approved first aid kit)
  • Ensures that he/she has a valid driving license all time and ensures that a copy of the car paper and radio license is in the car.
  • Ensure that vehicles are checked daily and weekly, and that they are correctly maintained.
  • Ensure that the vehicle is kept clean, inside and outside, at all times and that the organization stickers are visible.
  • Ensuring that no unauthorized personnel, no military personnel, no harmful weapon including gun, stick, knife, spear, any explosive materials, Chat, drugs on board.
  • Distribute different letters, packages to and from project office and to other partners
  • Assist office in coordinating field visits.
  • Assist project officers in vehicle management.
  • Ensuring to leave the compound with authorized paper and passenger list/clearance for goods for clearly stated reason.
  • Maintain a logbook of vehicle movement, its mileage, servicing, petrol consumption and general vehicle condition.
  • Ensuring parking of vehicles in a safe area when on the field visit, not near to the market, fuel stations, bars or any ill reputed places.
  • Ensuring to park it in the garage available at the office compound, and not any available place,
  • Perform other duties as required related to vehicle management.

Logistics support

  • Participate in procurement of goods and services;
  • Assist workshop, seminar and other related event organization;
  • Participate in hosting of guests mainly in terms of airport transfers
  • Perform other duties as required related to logistics support

Reporting

  • Report all accidents, or other incidents involving other vehicles or pedestrians, to the office manager also.  Ensures that the proper procedures for insurance claims are followed at the time and scene of any accident.
  • Report any vehicle damage or malfunction to the store/logistics responsible person as soon as possible.
  • At the end of the year, prepares activity and incident report.

Job Requirements

Qualification and Experience:

  • Complete of secondary education, 3rd grade valid driving license, 3 years of previous related work experience.
  • Basic oral and written English communication skill

The Position: The International Potato Center – Ethiopia (CIP) seeks to recruit two Junior Accountants for CIP-Ethiopia in Addis Ababa and Mekelle with frequent travel to CIP project areas.
General: The International Potato Centre (CIP) is an international nonprofit agricultural research organization with a global mandate to conduct research on potatoes, sweet potatoes, Andean root and tuber crops, and sustainable management of natural resources. CIP’s vision is to contribute from its areas of expertise to the fulfillment of the Millennium Development Goals (MDGs) in particular those goals that relate to poverty, hunger child and maternal mortality, and sustainable development. CIP has its headquarters in Lima, Peru, with staff and activities in locations across Africa, Asia and Latin America. CIP is a member of the Consultative Group for International Agricultural Research, a network of 15 research centers mostly located in the developing world and supported by more than 60 donor members.

Job Purpose: The Junior Accountant will provide administrative, accounting. Logistics, procurement and coordination services to CP-Addis Ababa, and sub offices in SNNPR, Amhara, Tigray and any other regions where CIP has project activities. The activities will be conducted following donor, ILRI and CIP regulations and where appropriate, they will be carried out under the guidance of the CIP-Addis Ababa Office. The position is based at CIP Addis Ababa office ILRI Campus. The Junior Accountant (JA) directly reports to functionally to the accountant and administratively to the country finance and administration specialist at CIP-Addis office. The JA also indirectly liaises with the Accountants. Pls and research associates working at CIP regional & project offices.
Key Responsibilities:
Finance/Accounting

  • Assist in preparation of payments in accordance with available donor and CIP rules and in accordance with the approved budgets;
  • Assist the accountant in preparation of cash forecast & advance requests to the CIP Addis Ababa Office and project offices;
  • Ensures that all payments are authorized by the before payment; codes the expenditure in accordance with the budget allocated to the office;
  • Is responsible for timely payment of travel claims, utilities, material purchase, office supplies and transport for the office & sub grantees;
  • Ensures that all financial and contractual documentation is valid, complete and in accordance with the CIP, donor, government & ILRI (if applicable) rules & regulations;
  • Under the supervision of the Account in Addis Ababa contributes to the preparation of financial reports and other reports as required;
  • Supports the Accountant in Addis Ababa in validating financial documents and recording transactions in the OCS system. if applicable or send the transactions in appropriate template in a manner to be recorded n to the accounting system;
  • support with the follow up of payments on behalf of subgrantees at the region, advance payments and liquidation of advances timely;
  • travel to regions to deal with project offices finance issues and partners and subgrantees at the region, when required;
  • Responds to queries from external units or staff members;
  • Supports both statutory & donor audits
Administration
  • Facilitates the procurement of goods and services from local suppliers and ensures that relevant procurement guidelines and mandatory documentation are adhered to
  • Ensures that the contracts for office and other services are renewed on time;
  • Maintains an updated database for the fixed asset and supplies as applicable:
  • Support the admin assistant in monitoring vehicle movement both for Addis Ababa and the regions and submit vehicle mileage reports with copies of the vehicle log book to the Administrative Assistant at CIP Addis Ababa Office at the end of every month along with the financial return;
  • Performs other duties as required.
Minimum Requirements:
Education: Minimum BA degree in accounting and Finance from recognized university
Experience: At least 5 years of relevant work experience in an NGO environment

  • Excellent Amharic and English. Knowledge of Tigrigna language is a plus

Job Grade: 2A
Minimum Base Salary: Birr 12,010 per month (Negotiable depending on experience, skill and salary history of the candidate)
Duly Station: Addis Ababa and Mekelle, Ethiopia
Terms of appointment: This is a Nationally Recruited Staff (NRS) position, initial appointment is for one year with the possibility of renewal, subject to individual performance and the availability of funding. The ILRI remuneration package for nationally recruited staff in Ethiopia includes very competitive salary and benefits such as life and medical insurance, offshore pension plan, etc.

Marketing and Innovation Finance Manager

Purpose of Role:

Act as the Finance Partner for the Marketing and Innovations function.

Provide on-going rigor to the Marketing and Innovations decision making process through business partnership and intelligent application of established finance tools and techniques.

Support the business to understand key commercial insights and implications behind each innovation/marketing spend for effective decision making.

Top Accountability

Ensure marketing related decision is in favor of expansion of operating margin expansion/contribution after advertising and promotions.

Responsible for monthly tracking of all marketing spend and review of monthly profit and loss statement with Brand Mangers/Marketing Team.

Act as a key partner to the marketing and innovation team to support with pre & post evaluation of activities.

Deliver appropriate financial analysis on a project by project basis.

Responsible for documenting all review meetings and budget communication to the marketing team to adhere to control requirements.

Generate value added reports to understand efficiency and effectiveness of marketing spend.

Proactively manage planning, opportunities and risks, and tracking of spend.

Improve finance capability throughout the marketing team, in order to improve the day to day decisions and financial impact.

Qualifications and Experience Required:

BA in finance or accounting Experience gained through a professional background commercial finance management with a minimum of three years of experience

Strong Analytic skills  , communication, presentation and influencing skills.

Experience of working in ‘business partnering’ role with colleagues in different functions and locations.

Strong project management focus and ability to proactively manage own workload and the rest of the team

Confident on MS office packages (advanced Excel).

Track record of consistent delivery and service excellence.

Ability to constructively challenge business practice.

Knowledge of business process design.

Ability to priorities when faced with conflicting demands.

Proven ability to assist projects and facilitate business change

Ability to take commercial insights and translate into the Organisation, People & Compliance agenda including good customer service.

Proven ability to facilitate, persuade, influence and build credibility with all levels and all functions.

Summary:                                           The U.S. Mission in Addis Ababa, Ethiopia is seeking eligible and qualified applicants for the position of Trade & Investment Specialist.

Work schedule:                                Full-Time (40 hours per week)

Start Date:                                          The candidate must be able to begin working within a reasonable period of time after successful receipt of clearances/certifications or their candidacy may end.

Supervisory Position:                     No

Duties:    Working under the direct supervision of the Deputy Political/Economic Chief, the incumbent is responsible for supporting Mission interagency efforts as well as supporting U.S. trade-related agencies not represented at post to increase bilateral trade and promote U.S. investment.  The incumbent will assist in promoting bilateral trade and U.S. investment through outreach and informational activities and will coordinate reporting with all interested parties.  The job holder will also be required to coordinate U.S. Government visits and USG-sponsored events and conferences.  The Trade & Investment Specialist has no supervisory responsibilities.

Qualifications and Evaluations

EDUCATION:   BA degree in economics, business, finance, accounting, public policy, politics, statistics or law is required.

Requirements

EXPERIENCE:  Two years of experience in economics, business, and international trade, government or investment promotion fields is required

Job Knowledge: Candidate must have detailed knowledge of the Ethiopian economic and political environment and an understanding of key development economic indicators. Familiarity with USG policies and procedures is required. The incumbent must have knowledge of international trade and investment topics and how the United States and Ethiopia fit into the global trading system is required. Familiarity of international business practices and economic theory is required. Advanced knowledge of U.S. trade regulations and trade promotion goals is also required.

Evaluations

LANGUAGE:  English Level IV Fluency (speaking/reading/writing) is required. (This will be tested).

SKILLS AND ABILITIES:  The position requires interaction with high-level company and government officials at times. Candidate should have strong data analytic skills, computer skills, customer service orientation, and communication skills– both verbal and written. The job will entail the candidate to participate in various representational events requiring a basic knowledge of diplomatic protocol. The incumbent must have the ability to obtain a secret security clearance.

QUALIFICATIONS:  All applicants under consideration will be required to pass security certifications.

Qualification Required:

A minimum of Level II Certificate in Food preparation/Kitchen Operation/Foreign Dish cooking/Food and beverage service/Hotel Operation or any related field of study from recognized TVET/College/Institute with a minimum of  5 years relevant experience or similar role in related capacity in culinary division.

Essential Competencies:

    • Previous experience (2 years) the position in a upscale international commercial hotel environment.

 

    • Understand upscale service and the expectations of upscale guest.

 

    • Able to create positive and effective working relationship with both Guests & Talents (employees)

 

    • Suitably qualified in hospitality or business management

 

    • Fluent in both verbal and written English communication additional languages advantages.
