WORK HOURS:       Full-time (40 hours/week)

SALARY:                   Ordinarily Resident (OR): Position Grade: FSN-11, Starting Salary – 20,658.00 USD per year.

Not Ordinarily Resident: FP-04*

*Final grade/step for NORs will be determined by Washington.

NOTE:   For ordinarily resident employees, salary will be paid in local currency using the established exchange rate.

The U.S. Mission in Addis Ababa is seeking eligible and qualified applicants for the position of Public Health Specialist –TB/HIV in the Centers for Disease Control and Prevention Office in Ethiopia.

BASIC FUNCTION OF POSITION

Job holder is a public health specialist responsible for the implementation, coordination, monitoring and evaluation of assigned TB/HIV program activities that are funded under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) in Ethiopia. Job holder’s major responsibility is to provide technical support, advice and guidance to implementing partners to assure TB/HIV co-infection projects are conducted in accordance with the implementing agreement and that USG funds are appropriately utilized.  Duties include day-to-day program and administrative management and coordination and collaboration with colleagues of other agencies and public health entities that administer PEPFAR-funded programs in country. This role requires public health technical knowledge, results-oriented analytical skills, advocacy, and constant and clear communication with implementing partners, non-governmental organizations (NGOs), and host country ministries responsible for public health programs.

QUALIFICATIONS REQUIRED

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.  Supporting documentations (e.g., letters of employment, certificates, awards, copies of degrees earned) that addresses the qualification requirements of the position as listed above should also be submitted.

  1. Required Education: Masters (MPH) Degree, or host country equivalent of a Master degree in public health, Medicine, epidemiology, nursing, health policy, behavioral or social science field is required.
  2. Required Experience: Five years of progressively responsible professional public health experience developing, implementing and evaluating TB/HIV or other public health programs that involve coordination with an international agency or implementing partner is required.
  3. Language Requirement: Level IV (fluency-speaking/reading/writing) in English and Amharic is required. (English Language proficiency will be tested)
  4. Skills and Abilities: Must be able to work effectively in a multi-cultural environment.  Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to accomplish reporting requirements.  Good organizational skills are required to operate independently with limited direct supervision of day-to-day activities and to manage results-driven assigned programs.  The incumbent will be expected to exercise considerable ingenuity and tact in applying PEPFAR guidelines to TB/HIV public health settings, as the programs are highly complex and can be threatening to stakeholders.  The ability to influence other collaborative organizations engaged in HIV/AIDS treatment programs to adopt appropriate strategies for improving the programs for patients with TB/HIV co-infection is an important skill required for this position. Intermediate user level of word processing, spreadsheets and databases is required.  Numerical skills for data analysis are required.
  5. Job Knowledge: In order to support the Ethiopian government and implementing partners in the development and strengthening of effective services for those who are co-infected, a cross-cutting professional knowledge foundation in both TB and HIV activities is required.  This would include detailed knowledge of current TB/HIV infectious disease issues, behavior change, counselling, care, testing and clinical interventions related to Tuberculosis and HIV treatment for co-infection. Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required.  Good working knowledge of agency TB/HIV public health programs, policies, regulations and precedents applicable to the development and administration of national/international public health programs funded by PEPFAR is required.  Good working knowledge of overall administrative requirements in support of memoranda of understanding and cooperative agreements is required.

SELECTION PROCESS

ADDITIONAL SELECTION CRITERIA

1. Management may consider the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.

2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.

3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.

4. The candidate must be able to obtain and hold a security clearance.
