Location: Selected candidates will be deployed in various Departments at Headquarters (Abidjan, Côte d’Ivoire), Bank’s Regional and Country Offices. However, selected interns will perform their internship remotely while waiting for the Bank to gradually return to office.

THE BANK:

Established in 1964, the African Development Bank (AfDB) is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 81 member states, including 54 in Africa (Regional Member Countries).  The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten-Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely: energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa. The Internship program is part of a wider Talent Management Framework which facilitates the Bank to deliver on the Ten-Year Strategy and the High 5s.

Participants in the Program are selected on a competitive basis, based on business needs of the Bank.

Objectives:

The broad objectives of the program are to:

  • Provide students with an opportunity to acquire professional and practical experience at the African Development Bank.
  • Provide the Bank with a pool of potential candidates for future recruitment purposes.

However, applicants should not expect the internship to lead to immediate employment with the Bank.

The Fields of Study Required for the Internship:

  • The fields of study from which interns are selected must be within the job families of the Bank, particularly Economics, Agriculture, Private Sector Development, Human Capital Development (Education and Health), Environment, Finance, Infrastructure Development, Human Resources Management, Information Technology, Communications, Law, Internal Audit, Budget, Governance or any other field of study that the Bank may deem relevant to its operations.
  • Special consideration shall be given to students who are working on projects that have a direct bearing on the mission of the Bank.

Timeline for the 2023 Internship Program:

The 2023 Internship Program will run from April through December 2023.

Terms and Conditions

  • Internships shall be granted to each candidate for a period not less than three (3) months and not more than six (6) months. The internship is authorized only once for any candidate.
  • Selected interns will perform their internship remotely while waiting for the Bank to gradually return to office. As such, interns are expected to have access to a personal computer, reliable internet connection and a conducive living environment that facilitates smooth and uninterrupted remote working.
  • In a few cases, and especially where the duties and responsibilities to be assigned to interns cannot be performed remotely, the Bank may approve on-site internships on an exceptional basis. In such instances:
  • interns shall be responsible for their air travel (in case of) to and from the Bank’s location as well as their upkeep.
  • the Bank will use reasonable efforts to assist the concerned interns in obtaining their entry and residence visas.
  • Eligible interns will benefit from a medical insurance coverage paid by the Bank during the period of their internship.
  • Eligible interns will be provided with a monthly stipend.

Eligibility Criteria:

To be eligible for internship, applicants must meet the following criteria:

  • Must have attained the age of majority in their country of nationality or origin and be not more than Thirty (30) years old at the time of commencement of the internship program.
  • Be currently enrolled in a master’s level degree program in a recognized public or private educational institution of higher learning.
  • The candidate can apply for an internship within one (1) year of having obtained such a degree.
  • Be nationals of the member Countries of the African Development Bank.
  • Provide a letter from their school confirming their enrollment or a copy of the above-mentioned Degree. Applicants must be fluent in at least one of the Banks’s two working languages (English or French).
  • Be able to use the Bank’s standard software packages (Word, Excel, PowerPoint, Access); knowledge of SAP is desirable.

The specific disciplines and specialist professional areas are aligned to the Bank’s Ten-Year Strategy (TYS) and the gender strategy.  In addition to the fields that are in the job families of the Bank, focus will be on the following areas:

Training Facilitation Service on Human Rights Monitoring and Investigation

 Background:

Ethiopian Human Rights Council (EHRCO) is a non-governmental, non-profit-making, non-partisan, and membership-based organization legally registered by the Ethiopian Civic Society Authority with registration number 1146 and is currently working as a human rights civil society. EHRCO was established in October 1991 by 32 founding members from academia, business, and other professions. EHRCO is an organization that strives for the establishment of a Democratic system, the prevalence of the Rule of Law, and respect for Human Rights.

EHRCO works in situation monitoring, investigating, and reporting on Ethiopia’s human rights situation at its core. Furthermore, EHRCO investigates, documents, and reports on (often serious and widespread) human rights violations and has specialized in targeted monitoring such as prison, trial proceedings, free legal aid, and election monitoring. Additionally, EHRCO is involved in various projects and programs focusing on human rights and other issues related to human rights.

The Call:

The Ethiopian Human Rights Council (EHRCO) in collaboration with the former Open Society for Initiatives in East Africa (OSIEA) has been implementing Strengthening of the Integrity of the Electoral Process and Promotion of Public Confidence. As a key activity of the project, thus EHRCO is organizing an in-person three (3) day refresher training on human rights monitoring and investigation (refresher) for its staff and board members. As a result, the organization invites two (2) competent consultants to accomplish this activity.

Objective:

The main objective of the call is, pursuant to EHRCO’s staff and board members,
● Refresh knowledge and skills of human rights monitoring and investigation; key concepts, norms, and principles, tools and methods of prioritization of emerging cases, data gathering (interviews, visits, and observation, etc.), and regarding the unique case of the most vulnerable part of the society (especially, women, children, the elderly, persons with disabilities (PWDs), and internally displaced persons (IDPs)).
● Aquante updated knowledge and skills vis-a-vis the ever-changing human rights arena in terms of international legal standards and practices, regional legal instruments and precedents, and national developments as opposed to emerging issues and challenges.
● Explore tips and tricks as to how to conduct successful human rights monitoring and investigation within active conflict settings and how to gear such work towards peace-building and reconciliation.
● Expound on knowledge and skills of monitoring and investigation vis-a-vis economic, and socio-cultural rights, and
● Advanced documentation and reporting skills for higher-level advocacy, lobbying, and policy-making work as means of ensuring accountability for human rights violations.

Scope of the Work:

In light of the above, EHRCO is looking to commission two (2) competent consultants who will facilitate an in-person three-day training on human rights monitoring and investigation, from April 10-12, 2023. The venue of the training will be communicated to the selected candidates in due respect.
Thus, the in-person three-day training should include but not be limited to the following thematic areas:
1. Basic concepts, norms, and principles, as well as tools and methods of prioritization of emerging cases, data gathering, and dealing with unique cases of vulnerable groups in human rights violation monitoring and investigation.
2. Updated knowledge and skills vis-a-vis the ever-changing human rights arena; at the international, regional, and national levels.
3. The successful conduct of human rights monitoring and investigation within active conflict settings and gearing such work towards peace-building and reconciliation.
4. Human rights violation monitoring and investigation vis-a-vis economic, and socio-cultural rights, and
5. Advanced documentation and reporting skills as means of fostering accountability for human rights violations.

Deliverables and Outputs:

The key deliverables for the in-person training include:

1. An inception report shall capture what the facilitators make of the present TOR and shall include a well-detailed description of the training plan, including the schedule, scope, approaches, methodologies, and deliverables of the training. The report shall be shared with EHRCO for review within two (2) days after communication for selection has been established.

2. Training materials, PowerPoint presentations, pre-and post-tests with multiple choice and “True and False” questions, and training agendas shall be shared with EHRCO two (2) days after communication for selection has been established, alongside the inception report.

3. Deliver an in-person three-day training on human rights monitoring and investigation for EHRCO staff and board members between April 10-12, 2023, and

4. A final report of the training which shall be submitted three (3) days after the completion of the training. The reports should include a detailed analysis of the training delivery process, results achieved, participant evaluation, main conclusions, and recommendations for EHRCO’s future work.

Methodologies The consultants are required to;

1. Identify the most effective, innovative, and well-contextualized (vis-à-vis EHRCO) delivery methods and suitable training instruments for participants to achieve the training objectives and measurable outcomes, including appropriate training methodologies (interactive lectures, brainstorming, role-playing, case studies, etc.);

2. Develop a detailed training schedule, agenda, and materials to be shared and approved prior to the launch of the training;

3. Prepare pre and post-assessments (to be filled at the beginning and end of the training, respectively); 4. Deliver an in-person three-day training for 31 EHRCO staff and board members, from April 10-12, 2023.

Timeframe:

A. The awarded consultants are expected to work and complete the assignment within the timeframe according to the agreement between EHRCO and the awarded consultants.
B. The exact starting date will be on the date the agreement is signed between the client and the consultants.
C. The duration of the assignment will be from April 10, 2022, to April 12, 2023.

Applicant Qualification:

Applicants interested are required to have the following qualifications.

A. Master’s degree in Law, Human Rights, Public International Law, Political Science, or related fields; B. Minimum 3 years of experience and exposure to issues related to human rights monitoring investigation, documentation, and reporting.

C. Solid experience and knowledge of international, continental, and national legal instruments and practices vis-a-vis human rights monitoring and investigation work;

D. Familiarity with and up-to-date knowledge of advocacy work, as well as EHRCO’s 31 years of specialization in the human rights arena in the country;

E. Very good facilitation, communication, and presentation skills; and F. And awareness and sensitivity to gender and social inclusiveness.

Modes of Communication:

● All modes of communication should be in Amharic during the workshop; and

● The workshop materials should be prepared in Amharic and English.

Documentation Required:

A. Technical proposal;
B. Financial Proposal;
C. Updated CV and experience certificate(s); and
D. Legal renewed license including TIN certificate (If applicable).
