Summary of Responsibilities

The Human Resources Administrator provides support in the areas of recruitment, orientation, onboarding, performance management, safety and security, HR trainings, and resource development. S/he provides regular support to DUP central and regional staff in all aspects of HR management.

Duties & Responsibilities

·       Working with the Project Director and the Finance and Operations Director, oversees and manages the recruitment and administrative functions associated with staffing for DUP.

·       Collaborates with Senior Management in the identification of strategic staffing needs, manages the development of position descriptions and circulates position announcements.

·       Develop annual plans and budgets for matters related to Human Resources in coordination with the Finance, Administrative and Operations Director

·       Maintain an up to date knowledge of government laws and regulations as they relate to labor, taxation, immigration and any other legal requirements and regulations that impact on the human resources function.

·       Regularly review Local Ethiopia Hire Manual (LEHM) in accordance with JSI’s objectives and government laws/regulations. Make recommendations for modifications and amendments as required.

·       Institute and apply all policies and procedures for staff in a manner which is fair, transparent and consistent.

·       Oversee field staff compliance/ethics training and tracking and monitor Replicon timesheet compliance.

·       Ensure that a professional, fair, and transparent hiring process is observed throughout.

·       Manage orientation process of new staff by ensuring availability of up to date written orientation materials and organizing introductory meetings with relevant staff.

·       Identify appropriate training opportunities to enable the staff broaden and develop their professional skills- both internal and external, formal and informal.

·       Maintain personnel file for all staff and ensure that all are properly updated on a routine basis and kept secured and confidential.

·       Liaise with the DUP Finance & Operations backstop team in JSI Washington DC office on issue related to human resources as needed.

·       Ensure all staffs have up-to-date performance evaluations.

·       Develop a leave plan with staff, and ensure that annual leave are timely used by staff and recorded accurately for each employee.

·       Ensure that administrative policies, procedures, and manuals are disseminated and understood by all staff, providing on-going training for both support and program staff as related to policies and procedures.

·       Liaise with Regional DUP staffs on all HR and administrative issues, and provide support and advice as needed.

·       Liaise with HR Administrators of other JSI projects in Ethiopia to ensure consistency across all projects in line with JSI policies, donor policies, and local labor law.

·       Work closely with the Project Director and project Managers to resolve any performance management issues, including performance improvement plans and/or terminations.

·       Follow up and obtain clearance of terminating staff before the payment of any benefit is effected.

·       Maintain confidential personnel record, computation of annual leave, and keep any other record related to each staff.

·       Conduct exit interviews as necessary.

·       Develop and recommend employee retention tools and strategies.

·       Maintain integrity and confidentiality of all records and information entrusted to her/him at all times.

·       Work closely with the finance team in updating insurance, payroll information, introduction and change in taxation.

·       Contribute to donor reporting, as it relates to project human resources and staffing.

·       Perform any other duties as assigned.

Job Requirements

Requirements

·       Bachelor Degree in Human Resource Management required.  

·       Advanced Degree in Human Resource Management or Business Administration preferred.

·       Minimum of five years professional work experience in Human Resources management and human resources administration required.

·       Must have strong writing and communication skills in both Amharic and English.

·       Professional work experience in similar nongovernmental organization required.

The incumbent will also demonstrate a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds. The incumbent monitors the movement of personnel and deliveries, and also oversees the maintenance of AGRA office vehicles. incumbent assists in delivering a quality service through translation, logistics support, and team assistance as required.

General: The Alliance for a Green Revolution in Africa (AGRA) founded in 2006, is an African-led African-based organization that seeks to catalyze Agriculture Transformation in Africa. AGRA is focused on putting smallholder farmers at the center of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. As the sector that employs the majority of Africa’s people, nearly all of them small-scale farmers, AGRA recognizes that developing smallholder agriculture into a productive, efficient, and sustainable system is essential to ensuring food security, lifting millions out of poverty, and driving equitable growth across the continent.

AGRA is rolling out a new 5-year strategy to catalyze and sustain an Inclusive Agricultural Transformation in Africa to increase incomes and improve food security for 30 million farmers. Under this strategy, AGRA will deliver through an approach that simultaneously catalyzes change at farmer level, strengthens input and output market systems and puts government at the center to enable and champion private-sector-led agricultural growth at national level.

Main duties & responsibilities:

  • Drive the vehicle assigned by AGRA for the transportation of staff, AGRA guests and other authorized personnel.
  • Ensure vehicle is kept in good running condition and clean at all times through addressing minor repairs, making arrangements for major repairs, timely changes of oil, check of tires, brakes, water levels and car washing, vacuuming, dusting.
  • Meet official and high ranking personnel at the airport and facilitate immigration and customs formalities, as required, with signage.
  • Log official trips, daily mileage, gas consumption, oil changes, greasing, etc
  • Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc, and perform minor repairs and arrange for other repairs.
  • Deliver and collect mail, invitations, documents, supplies, bills or payments and other items as required.
  • Ensure that all steps required by traffic rules and regulations are taken and adhered to, in case of involvement in an accident.
  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle.
  • Keep track of insurance and other tax formalities.
  • Inform the Country Manager and Program Coordinator of any repairs required in a timely fashion.
  • Ensure that the vehicles are always kept clean and in good working order pare of job cards, inspecting of vehicles and ensuring all vehicles are fully equipped with tools, first aid kits.
  • Maintenance of Vehicles Support in the planning and monitoring of vehicle maintenance based on the vehicle producer’s recommendations.
  • Support in planning, coordination of road travel and logistics.
  • Communicate quickly and effectively with passengers and Program Coordinator and Country Manager.
  • Translate as needed and required in field and site visits.
  • Take photos of programming and events.
  • Assist with branding, logistics and organization of AGRA and select partner events.
  • Ensure additional duties and responsibilities assigned are effectively performed.

Minimum Requirements:

Education:

  • High School Complete/Preparatory Certificate level 1.

Experience:

  • 2 years of relevant work experience plus technical training

Skills:

  • Ability to perform a variety of administrative, logistics and routine tasks and duties
  • Ability to review data, identify and adjust discrepancies.
  • Ability to handle a large volume of work possibly under time constraints
  • Good knowledge of administrative rules and regulations.
  • Ability to operate and maintain a variety of computers, business machines and office equipment in order to provide efficient delivery of service.
  • Ability to organize and complete multiple tasks by establishing priorities.
  • Demonstrates excellent knowledge of driving rules and regulations and skills in minor vehicle repair.
  • Demonstrates excellent knowledge of protocol.
  • Demonstrates excellent knowledge of security systems, organizations and issues.
  • Collects and compiles data with speed and accuracy identifying what is relevant and discarding what is not, records it in an accessible manner and maintains data bases.
  • Thoroughly and methodically collects, verifies and records data demonstrating attention to detail and identifying and correcting errors on own initiative.
  • Transmits file data; creates and generate queries, reports and documents utilizing databases, spreadsheets, communications and other software packages with speed and accuracy.
  • Ability to produce accurate and well documented records conforming to the required standard.
  • Planning, Organizing and Multi-Tasking.

Minimum Base salary:

  • Birr 8,409 per month (Negotiable depending on experience, skill and salary history of the selected candidate).

Terms of appointment: This is a Nationally Recruited Staff (NRS) position, initial appointment is for three years with the possibility of renewal appointment, contingent upon individual performance and the availability of funding.
